Notice of Public Hearing
The Town of Hardwick is considering making application to the State of Vermont for two Community Development Block Grants – Disaster Recovery (CBDG-DR) under the Vermont Community Development Program, one grant for a planning project and another for an implementation project. A public hearing will be held at 5:30 PM on Thursday, September 18, 2025 at the Hardwick Memorial Building, 20 Church Street, Hardwick, to obtain the views of citizens on community development, to furnish information concerning the amount of funds available and the range of community development activities that may be undertaken under this program, the impact to any historic and archaeological resources that may be affected by the proposed project, and to give affected citizens the opportunity to examine the proposed statement of projected use of these funds. The proposal is to apply for $250,000 in CDBG-DR planning funds, and $1,500,000 in CDBG-DR implementation funds, which will be used to accomplish the following activities:
The planning project is a scoping study of the section of the Lamoille River that runs through Hardwick’s Designated Downtown. The goal of this study is to develop a comprehensive approach to the restoration of riverbanks, to propose alternatives, estimate costs, identify potential funding sources, and provide design work.
The implementation project involves floodplain restoration on a 14-acre town-owned parcel downstream of Cooper Brook. Activities will include topographic surveys and the collection of hydrological data to evaluate flood risks and flow patterns. Mitigation measures are likely to include flood benching.
